Police Chief Lawrence Wright attributes the lower number of homicides to programs instituted by his administration that focus on two areas: responding to specific problem spots in the city and working with families and young children.

"We have reached out to the community in a way we haven't done before," Wright said. "People respond."
"If we can educate people there need not be this level of violence we have become accustomed to, we can improve living conditions for everyone."
"Statistics say if you invest in programs that are heavily invested in character development you will benefit," Wright said...Parents must do their part, too, he added.
"I say all the time, just sitting down to dinner with your child at the table at least three times a week can reduce violence"
